Dr. Hakim earned an M.Sc. degree in City and Regional Planning from the Technion, Israel Institute of Technology in 1971. He received his M.A. degree in 1971, and Ph.D in 1976 in Regional Science from the University of Pennsylvania. Dr. Hakim has been with Temple University since 1974, and is currently professor of economics, and the director of the Privatization Research Center. He published over fifty scientific articles on crime and security in leading economic and criminology journals, and has edited six books, and over forty articles on security in the trade magazines of the security and insurance industries.. Dr. Hakim with professor Erwin Blackstone published in 1997 the text book on the electronic security industry Securing Home and Business: A Guide to the Electronic Security Industry, Butterworth-Heinemann Publishers, of Newton Massachuesttes, 1997. In the privatization field, Dr. Hakim has edited with Drs. Bowman and Seidenstat five books and is an editor for two book series with Paeger Publishers. He has published several academic and professional articles in the field which received national and international attention.

Dr. Hakim conducted funded research projects to numerous governmental agencies including the U.S. Departments of Justice and Labor, the Army Corp of Engineers, the Koch Crime Commission, the Independent Institute and more. He has conducted many research projects on security and alarm issues to Coca Cola USA, ADT, Secomerica, AIREF, NBFAA, PBFAA, Southwest Bell, and many more. Dr. Hakim is often interviewed and his research findings analyzed on national TV, and in all national newspapers. He is frequently interviewed by regional media including TV, radio and newspapers on security, crime and privatization issues. His work centers on analysis of criminal behavior, police operations, and privatization of police, and correctional institutions.
