The Pennsylvania 3Rs Project is built on the conviction that the guiding principles of the First Amendment stand at the heart of democracy and at the foundation  of citizenship in a diverse society.     

Rapidly expanding ethnic and religious diversity in the United States presents schools and communities with unprecedented challenges and opportunities.      

At issue for the nation is the simple but profound question that runs through the modern experience:  How do we live with our deepest differences?     

The 3Rs Project addresses this question by reaffirming the shared civic principles of the Religious Liberty clauses of the First Amendment to the United States Constitution.
